SUSTAINABLE USE OF BIOMASS IN A DECENTRALISED FUTURE POWER GRID

 

EU countries are committed to reach 2050 climate neutrality objectives by reducing CO2 emissions to net zero and providing the economy and citizens with sustainable and affordable energy solutions that society needs.

Bioenergy can and should play a vital role in the energy transition. Apart from being a sustainable energy source, it can also properly address a variety of aspects, such as grid decentralisation and stability, security of supply, affordability, local jobs, new chains of value and high shares of carbon removal though sustainability criteria. The bioenergy sector is well-placed helping Europe run a good race towards its Fit for 55 goals and beyond. That said, the current policy review on bioenergy sustainability presents a real risk of starting this ever more important race with our feet tied together. If the current policy review wants to ensure that biomass is sourced and used sustainably, it must provide clear and workable definitions so that a willing and capable bioenergy sector can successfully operationalise the resulting requirements.

Although our client sees bioenergy as a sustainable solution from many aspects, its primary goal is to ensure that cogeneration of heat and power production on woody biomass becomes a wide spread source of energy and heating on national level and replace a big share of energy needs after the country will phase out of coal.

Special consideration should be given to the cascade principle in RED3 which aims to become obligatory, sustainability criteria exemptions to small biomass installations and non-attachment to the ETS system.

TECHNOLOGY OPENNESS AND JUST TRANSITION FOR DECARBONISED TRANSPORT: TOGETHER TOWARDS CLIMATE NEUTRALITY

 

Our client is the key European association in the refining industry. The EU refining industry is committed to contribute to the 2050 climate neutrality objective by continuing to reduce its CO2 emissions and providing the economy and citizens with low-carbon fuels and other products that society needs.

 

Transport will remain the backbone of the European economy - progressively decarbonising, competitive, energy-secure and affordable. The EU refining industry is strongly positioned to play an active role in the roll-out of low carbon liquid fuels (LCLF) due to its existing distribution system and infrastructure. Once the lead market of road transport has spearheaded the development and deployment of low-carbon technologies, the new fuels will be available for the progressive decarbonisation of aviation and shipping, enabling the groundwork for cutting CO2 emissions in aviation and maritime fuels by 2050.

Our client advocates for sustainable policy making which is key for investment predictability. Sustainable policy making also includes technology openness and non-fossil liquid fuels alongside electrification and hydrogen technologies beyond 2050.

Elysium supports the client in communication and advocacy outreach with members of the European Parliament and their offices across the political spectrum. MEPs working with us are members of TRAN, ITRE, ENVI and occasionally some other committees. We also reach out to member state administrations and Permanent Representations. We work together on a number of important files, such as: Renewable Energy Directive, Emission Trading System, Fuel Quality Directive, Energy Taxation Directive, CO2 standards in cars and vans and others.

STORY # 1

ELECTRICITY MARKET DESIGN AND THE ROLE OF TRANSMISSION SYSTEM OPERATORS

​

Elysium had hands on the Winter Package since 2017, particularly in the field of electricity market design. Our client, an electricity transmission system operator from Central Europe, has been the leading partner of a European Commission flagship project tackling future issues and technologies to keep the grid stable. This Connecting Europe Facility founded project demanded investment in energy storage, more concretely instalment and operation of several batteries which, if necessary, would also provide frequency functionalities and some other services, important for stable transmission in a future decentralised grid of renewable electricity. This important R&D activity seemingly didn't fit the upgraded market approach assumed by the European Commission. We were challenged with two main principles in the respective policy field, that is market and energy transition, which seemed to be confronted with each other.

The legislative process was pretty wild and resulted in a very difficult general approach in the Council and in the position of the European Parliament, which was giving some hope to resolve the matter in the right way. Close coordination with the client resulted in division of advocacy and different strategic approaches for each institution. The issue was on the table until the fourth round of the trilogue, where we got a result which enabled our client to pursue technological and R&D goals. These derogations and consequential activities profiled our client as a market enabler.

Elysium has been working for this client since 2017. We are now ready for the Fit for 55 Package.
